Mandatory solar panels in Flanders: the clock is ticking
As many of you already know, the deadline for the solar panel installation requirement in Flanders is fast approaching. By June 30, 2025, Flemish companies with an annual energy consumption exceeding 1 GWh must comply with the solar panel installation requirement. If, by the date the photovoltaic system was supposed to be operational, it turns out that this requirement has not been met, a fine will be imposed. This fine amounts to €400 per kWp of missing capacity. For many, the June 30, 2025 deadline still seems far off, but the reality is that we must act now to be ready in time.

The Benefits of Solar Panels
Financial benefits
Solar panels generate electricity that you can use straight away, reducing your reliance on electricity from the grid. This results in significantly lower energy costs. You will usually recoup the initial investment in solar panels within a few years thanks to the substantial savings on your energy bill. Once the payback period is over, you’ll enjoy virtually free electricity, maximising the long-term financial benefits. Furthermore, any surplus electricity that isn’t used on-site can be fed back into the grid, for which you’ll receive a payment. Surplus energy can also be shared with other locations within the company or even sold, generating additional income.
Environmental benefits: reduction in CO₂ emissions
The use of solar energy reduces your dependence on fossil fuels, leading to a reduction in greenhouse gas emissions. By switching to renewable energy sources, you reduce your company’s carbon footprint, contributing to a more sustainable future.
Corporate image and marketing
Sustainability initiatives, such as installing solar panels, can enhance your company’s image. This attracts customers and partners who place a high value on environmental responsibility. Furthermore, the use of renewable energy sources such as solar energy underlines your company’s commitment to sustainability, which can further enhance your reputation and help you stand out in the market.
Competitive advantage
Companies that invest in sustainable technologies set themselves apart from their competitors and are more attractive to environmentally conscious consumers. By choosing solar energy, you demonstrate that your company is actively contributing to a more sustainable world. This can give your company a competitive advantage.
Operational benefits
By generating your own electricity, you are less dependent on fluctuations in the energy market. This provides energy security and ensures more stable energy costs for your business. Generating your own energy makes your business less vulnerable to price increases and energy crises, contributing to more efficient business operations.
Future-proofing
With continuously fluctuating energy prices and increasingly stringent regulations on CO₂ emissions, businesses that invest in renewable energy are better prepared for future changes. As business processes and/or company fleets become increasingly electrified, renewable energy is essential to meet future electricity demand and keep energy costs under control. This makes your business future-proof and better equipped to comply with new environmental standards and requirements.
In Practice
Consider one of our recent client projects. To comply with future requirements, the company needed to install approximately 470 kWp of solar capacity by 2025 and almost 1 MWp by 2035. However, installing solar panels on the roofs of the existing buildings was not feasible due to several constraints, including roof stability limitations, physical obstructions, and fire safety requirements.
The Solution: Solar Carports
As an alternative, we investigated the possibility of installing solar panels on carports. Solar carports can be an excellent solution when rooftop installations are not technically feasible. However, the timeline for these projects can quickly become challenging, largely due to the permitting process required for the construction of the carport structures.
The Permitting Process: Timing Is Critical
Obtaining the necessary permits for a carport installation can take up to 150 days. This timeframe also includes the preparation of the required documentation, which can take several weeks. For this particular project, close collaboration between Encon and the client was essential to ensure that all steps could be completed efficiently and on time.
Submitting the permit application as early as possible was crucial. By immediately starting the preparation of the required documents and initiating the permit procedure, we were able to work towards meeting the deadline of 30 June 2025. In projects such as these, a proactive and strategic approach can make the difference between timely compliance and missing an important regulatory deadline.
More Information
For more information about the photovoltaic obligation in Flanders, please consult the official website of the Flemish Government regarding solar panel requirements for buildings with high electricity consumption.
Although the 30 June 2025 deadline may still seem some time away, the permitting process and project preparation can take longer than expected. For businesses facing challenges related to roof stability, accessibility, or safety requirements, solar carports can offer a practical and effective alternative.
By acting early and adopting a flexible, efficient, and solution-oriented approach, businesses can meet regulatory requirements while contributing to a more sustainable future.
