New regulations on building heating: what does this mean for your projects?

From 1 January 2025, a significant change will come into force in the legislation governing building heating. For new-build projects and buildings undergoing major energy-efficiency refurbishment, no new connections to the gas network may be provided. This rule applies to projects for which the planning application is submitted after this date. The change will have major implications for both industry and the property sector.

What do the new regulations entail?

For projects requiring a planning permission or where the involvement of an architect is mandatory, on-site central heating systems using water as the heat transfer medium must be provided to ensure a minimum efficiency of 130% can be achieved. This means that the following heating solutions are no longer permitted (except in combination with a heat pump solution):

  • Biomass
  • Biopropane
  • Hydrogen
  • Electric resistance heating

With this exclusion, heat pumps remain, in principle, the only permitted option for building heating. Heat pumps offer an efficient and sustainable solution, but do require a tailored approach to the planning and execution of construction or renovation projects.

Why this change?

This new legislation is part of the drive towards a more sustainable energy system and a reduction in CO2 emissions. By opting for high-efficiency heating systems, not only is energy saved, but a contribution is also made towards climate targets.

Important to know

  • The regulations apply exclusively to projects that require a planning permission or where the involvement of an architect is mandatory. This means that not all renovation projects are covered.
  • The emphasis is on a minimum efficiency of 130%. This places specific demands on the chosen technology and its integration into the building design.

What does this mean for your project?

Whether you operate in industry or the property sector, this change calls for a review of the usual choices for building heating. Heat pumps will play a greater role, and it is essential to seek expert advice in good time to assess the feasibility and efficiency of this technology for your specific project.
