Prepare your business today for tomorrow’s energy legislation
From 31 December 2025, an important requirement will apply to non-residential buildings in Belgium and the Netherlands. All buildings with a heating, ventilation or cooling system (HVAC) exceeding 290 kW must be equipped with a Building Automation & Control System (BACS) by that date. This requirement forms part of the European EPBD Directive (Energy Performance of Buildings Directive), which has been transposed into national legislation.
Important to note: from 2029, the threshold will drop to 70 kW, meaning the rule will apply to many more buildings.
In addition, there is a certification requirement by 11 October 2027. Please bear in mind that the preparation process will take approximately one year.

Who is subject to these requirements?
The measure applies to all existing and new non-residential buildings with HVAC systems exceeding 290 kW, such as:
- office buildings and government buildings
- hospitals and schools
- shopping centres, hotels and catering establishments
- industrial sites and other large commercial buildings
You are subject to the requirement if your building:
- is used for non-residential purposes,
- contains heating, ventilation or cooling systems that together have a capacity of more than 290 kW,
- and does not yet have a BACS solution that meets the standards.
What exactly is expected?
A building automation and control system must, as a minimum:
- automatically monitor, record and analyse energy consumption;
- assess energy efficiency, report on it and make recommendations for optimisation;
- communicate and integrate with other technical installations (such as lighting, sun blinds and access systems);
- monitor the indoor climate and ensure comfort;
- detect deviations in performance and respond automatically or recommend maintenance.
Why is this important?
In addition to legal compliance, building automation offers clear benefits:
- Lower energy costs through continuous monitoring and optimisation
- Better climate control and greater comfort for users
- Preventive maintenance with fewer faults and lower costs
- Sustainable image thanks to compliance with green standards and labels
- Future-proofing in line with further energy legislation and digitalisation
